Unfortunately, not an authentic Cicero quote (among other things, Cicero was killed before the Roman Empire was off the ground). It is probably a paraphrase of a line from Tacitus' Annals: "Laws were most numerous when the commonwealth was most corrupt" [Corruptissima re publica plurimae leges.].
